Government Consultation - Agency Workers

A few days ago the government launched a consultation, inviting comments on how best to deal with exploitative zero hours contracts.
The provisions under review include whether an employer may be required to offer guaranteed hours, reasonable notice of shifts and to compensate workers where shifts are cancelled at short notice.
No mention was made within this consultation about agency workers.
Hot on the heels of the initial consultation, the government has launched a second consultation specifically aimed at how the above provisions might apply to agency workers.
The areas under consideration are:
Whether reasonable notice of work will need to be given, either by the hirer or the recruitment agency
Whether compensation will need to be given in the event of work being withdrawn at short notice, and whether the liability for this will lie with the hirer or the recruitment agency.
